The final series of hat plumes were in production from 1964 to 1967 although the plume bristle continued to be made from Nylon, The Badge itself changed again to a Chrome Metal with a Chrome holder 

This particular Hat plume could of been worn by either the Chief Scout, National Commissioner or International Commissioner
